Key equality was the only sameness test, so a body holding its own key read as a stranger. Commissions are the second proof; shared-key stays for migration. Commissioner must be the root — delegated authority has no trust list yet, and accepting one would be a hole.

Two x86 logins served Wayland until the seat was powered down, but neither session raised authority or shell. Keep the log on disk, require the surface payload, and return to the greeter when authority never becomes ready.
